Probably this is the clue: outdated dotconf package:

The package maintainer Shane Wegner is said to be unaccessible. Is that

I already asked on this list a while ago why orca was not updated yet and got no
reply. The last time I've tried to "update" the package as to propose a patch, I
got some ImportError due to a missing dependency for Python3.
