That's correct, the netinstall CD includes only a single kernel for the common case. The normal usage is to install using the UP kernel and install the SMP kernel package afterwards, or else to install from a full-CD image that includes the SMP kernel. Debian had far and away the best supported Linux distribution on the Alpha platform at the time I installed it on my PWS 433au, and I do not think that situation has changed.
