We use Request Tracker 3.6 at work.  It has a functional web interface, 
nice search capabilities, a couple of canned reports that I use, and 
can be extended via scripts as needed:

The relevant packages in Debian are:

rt3.6-apache2 (or rt3.6-apache)
rt3.6-clients

I use ext3 and have no reason to consider anything else.  reiser is the 
only file system that I have lost data with.

libpam-modules: /etc/security/limits.conf

The difference does not make sense, but you do incur CPU overhead for
encryption with scp so it might not be the best test.

You are trying to create a cross-device hard-link (two different
partitions?).  Soft linking will not work, so I think your option is
making a copy (and ensure processes are in place to keep it updated).
