When purging apache-perl, dpkg complained about /etc/apache-perl,
because it isn't empty. The same applies to apache-ssl:

dpkg - warning: while removing apache-perl, directory `/etc/apache-perl'
not empty so not removed.
Removing apache-ssl ...
Purging configuration files for apache-ssl ...

This is not a bug. If there are files in /etc/apache-perl or apache-ssl
that do not belong to the package the directories must NOT be removed.

somewhere its statet It is already fixed in incoming. (and this message is
already one month old)

at least with the newest installation for debian unstable (done yesterday),
the problem still exists. and this is quite annoying,

Yes.
