Bug#489625: libapr1-dev: please don't ship your own copy of libtool

Version: 1.2.12-4

While checking the results of the archive wide checkbashisms check I've found 
a copy of libtool at /usr/share/apr-1.0/build/libtool.

Please don't ship your own copy and depend on libtool and make it a symlink if 
really needed.
