That's mostly due to changes in modules handling functionality introduced in Debian's packages of Apache 1.3.28 and also because versions of libapache-mod-mp3 prior to 0.39-3 had a tiny error in packaging that was harmless when used with earlier versions of apache but became important with the new modules code.
