I have additional information that might be related to this bug.
It seems to be following the previous bug I opened in Bug#1033408 ,
which is now solved since 2.4.56-1~deb11u2, but now we don't have
segfaults anymore, but the server of our customer is having a load average
increasing since we've updated the package, we've tested for a week and
load average went from around 5, to 35, slowly increasing over the week
to this value, and it would probably have increased more if we hadn't
intervene.

After witnessing this behavior I noticed these logs in error logs which
I had never seen before:

After noticing these, I immediately thought about the previous bug and
completely disabled the http2 module in apache. It immediately solved
the load issue.
I know it's very few information and I'm not sure it's related exactly
to his particular bug, might need a bug report of its own, but in case,
I don't want to duplicate and will let you choose.

Unattended-upgrades applied this new version on 22 march @ 6AM. Had
Segmentation faults since then, 503 for customers on websites. Since we
reverted back to 2.4.54, we've no more issues. Couldn't make any sense
of coredump but can provide one if necessary.

Bug#517984: apache2: one logfile missing should not prevent apache from running

Last week I had a very boring problem on a production server :

As my box / partition was near to saturation I had to quickly get back some 
space, 
the easiest way for me was to remove big and unused files from /var/log...
Doing so, I suppressed a directory containing logfiles which seemed unused to 
me...
But in fact these files were configured as ErrorLog for an old testing virtual 
server which I didn't used anymore 
and I even didn't remember that this directory was used by Apache.

I did this on Friday afternoon and didn't notice anything bad right  after that.
But back to work the next Monday, I realized that all my websites had been down 
for all the week-end !

The logrotate had made his job at 6h30 : stop apache, rotate the logs, then 
restart apache, but apache never restarted, throwing a 
could not open error log file but none was here at this moment to see it.

So I think that when apache cannot open nor create a logfile It should throw a 
warning but It should not prevent apache from running,
furthermore, when I noticed on Monday that my websites were down, I first tried 
:
apache2ctl configtest
which answered : Syntax OK
perhaps configtest should double check that the logfiles mentionned in config 
files are present on disk.

Bug#445717: apache2: init script exits incorrectly when /etc/defaults not set

/etc/init.d/apache2 is a bit overzealous in checking the contents of
/etc/default/apache2. If NO_START=1, the init script exits almost
immediately. It never produces an error or any sort of informational
message to the user. If a user attempts to start up apache manually via
/etc/init.d/apache2 start, no message is returned and the user is left
thinking that it did, in fact start, when what actually happened was
that the script aborted before even looking at any command line options.
