 So with the FLOSS exception, should it not be OK if Debian shipped 
 apr_dbd_mysql ?

It was already OK.  We haven't been shipping it because I can't
personally test it (I don't use MySQL), and when I tried to apply the
patch, someone else reported that it didn't seem to work.  This is
something I've wanted to revisit now, after etch has been released,
just haven't done so yet.
