Exactly which version of apache2 did you have installed at that time?

I can confirm this is present on:
stable / apache2 2.4.10-10+deb8u1 amd64
testing / apache2 2.4.16-3 amd64

And this happens when you are also using libapache2-mpm-itk (same 
version for stable and testing)

libapache2-mpm-itk 2.4.7-02-1.1 amd64
