Can I assume based on the footer of the bug report that the problem
you are reporting is with a potato (Debian 2.2) install?

I installed debian today from the idepci install files I downloaded off
the debian website.

after debian had been installed it had not set localhost - ping 127.0.0.1
works, ping localhost doesn't and causes a dns lookup which obviously fails.

I added localhost to /etc/hosts and everything is fine on my system.
