Hello, and sorry for the _very_ late reply.
To sum up the past experiments and this mail: I can't reproduce anymore.
I couldn't try for the past weeks, and this weekend, I retried with the 
versions I previously used:
- Sarge / Debian 3.1-pre2 netinstall
- daily installer from around 19 November
The DHCP offer/request went smoothly, so I can only suspect a 
misconfiguration on my server, which I don't recall fixing unfortunately. 
I therefore believe this bug is dead.

No, my previous mail showed that the lease was -1 (infinite).
tcpdump -ni $interface udp port 67
I believe this was only necessary on the server if I would properly 
properly log and dump (-w) packets. Just in case it reappears, can you 
confirm this?
If not, how would I have access to tcpdump on the system being installed? 
Have a working system installed, mount its root, and chroot from it?

Both 192.168.0.0/24 and 192.168.1.0/24 is included in 192.168.0.0/16.

Sorry, as a first-time Debian home user, I am not up-to-date with
bugreport policy. So, should I be concerned by this? Some FAQ, maybe?

Some update on my case: it always happen during netinstall. For some
reason, afterwards, the network is properly brought up, so this is
repeatable only during install-time. Furthermore the same setup was used
for the same machine under Slackware 10 and Windows 2000, and it worked.

In any case, I can manage to provide ssh access to check the configuration
if the need arises.

  However, dhclient requests an IP of the shape 192.168.0.X, and accepts
  an IP of the shape 192.168.1.X

Debian client was badly configured on GMT+0 and clocks aren't regulated by
NNTP, so you shouldn't mind the time difference.

Network interface used for netinstall is eth1 (two cards on the computer 
installed), corresponding to subnetwork 192.168.1.*
However, dhclient requests an IP of the shape 192.168.0.X, and accepts
an IP of the shape 192.168.1.X
Solved by:
- setting the DHCP server (here, from dnsmasq) to offer a static
192.168.1.X IP when a request is sent with a particular MAC address
- setting dhclient to send the MAC address of the network card's for eth1
