That must be because anna has already been run before localechooser and thus unused translations have been deleted to save memory. To keep translations you'll have to unset DEBCONF_DROP_TRANSLATIONS. All unaccessible directories seemed to (at a casual look) have special characters in their names, but many similar named directories worked without problems.
