i can affirm this bug with the Intel Desktop Board D945GCLF / RTL8101E 
ethernet controller


I used: 
http://cdimage.debian.org/cdimage/daily-builds/daily/arch-latest/amd64/iso-cd/debian-testing-amd64-netinst.iso

Date: 09/07/2008

It's only with amd64. i386 image does not have this problem.

From the kernel source, it looks like it is supported by r8169
modules. Could you load the installer and check if it was loaded?

Could you test the daily image?
