I've tried setting mirror/udeb/suite=sid and patching net-retriever.
wireshark says I'm getting Packages.xz on ftp.fr.debian.org, and
Packages.gz on my local mirror (see debmirror's #737057). With
mirror/udeb/suite=testing, I'm only getting Packages.gz on both
locations since it's not advertised in Release files yet.

So I guess we're good to go, and I uploaded 1.38 with this change:

net-retriever currently only tries to obtain gzip or uncompressed
versions of the Packages indices. We recently introduced Packages.xz
in the main archive (currently only for unstable, soon also for
jessie). It would be nice if net-retriever would support them too (and
maybe prefer it over gzip as xz compresses better).

There are also Packages.bz2 indices, but at least for the main archive
we plan to slowly phase these out.
