Every so many times Smplayer is used, an anoying dialog box asking for money 
pops up. For now it is only smplayer, but if others follow the example, we will 
essentially turn Debian into shareware. A pop up asking for money is 
detrimental to Debian reputation.

   * What led up to the situation?
Too low screen refresh rate lead to not smooth movement in HD videos at 60 fps
Then glxgears shows that refresh rate is 40 Hz instead of 60 Hz
There is no way to get 60 Hz back with this kernel.
This was introduced AFTER kernel 4.13

   * What exactly did you do (or not do) that was effective (or
 ineffective)?
I tried to get the correct refresh rate of 60 Hz at 1366x768 with xrandr and 
others. It is ineffective.

   * What was the outcome of this action?
The screen refresh rate is stuck at 40 Hz

   * What outcome did you expect instead?
I expected to have the correct refresh rate of 60 Hz, necessary for smooth 
video.
This can only be achieved by booting with kernel 4.13 or older.

* What led up to the situation?
Movement in HD videos appeared not smooth any more after a kernel update from 
4.13 to 4.15.
Then I checked with glgears and xrandr. Video vertical refresh rate is stuck at 
40 Hz despite attempts to set up 60 Hz back.
This happens at 1366x768 if the graphics card has a 40 Hz mode in addition to 
the usual 60 Hz.
My older laptop is not able of 40 Hz and then 60 Hz is used. This is why many 
have not noticed this yet. However, newer laptops come with a 40 Hz mode for 
power saving purposes and it is going to afect more and more users.

* What exactly did you do (or not do) that was effective (or
 ineffective)?
I tried to set up the video back to 1366x768@60 Hz, both with xrandr and the 
MATE Video Preferences frontend. 

* What was the outcome of this action?
The commands were silently accepted but the video refresh rate is still 40 Hz.

* What outcome did you expect instead?
I expected to have a correct 60 Hz refresh rate back and so get smooth movement 
in NTSC video.
This is only possible at 1366x768 by downgrading to kernel 4.13.

Remark: Kernel 4.14 was affected too, but user was too lazy to fill a report.
Kernel 4.13 is OK.
