I have a workaround for this. I noticed that I had PyQt5 installed in my 
~/.local/lib directory. This version had most of the PyQt5 submodules, 
but not QtWebKit or QtWebKitWidgets. When I removed my local libraries with


pip3 uninstall PyQt5

then openshot searched for all the PyQt5 modules in the system 
directories and was able to find QtWebKit.

Bug#646535: cheese: hide unused gui buttons

The "Take a Photo", "Record a Video", and "Take Multiple Photos" menu items are
always shown (but greyed out when applicable). They should be either removed or
made functional. For example, when "Video" is selected, the three
aforementioned menu items apear in the menu, but "Take a Photo" and "Take
Multiple Photos" are greyed out. These should either be removed while in video
mode, or it should be made so that the user can in fact take photos during
video mode.
Similarly, the "Previous Effects" and "Next Effects" buttons are always shown,
but only functional when on the effect selection screen. These should probably
be hidden when not on the effect selection screen or move onto the effect
selection screen itself.
