Many thanks for your response.

So far as I can tell the only use of the kea-dev package is for building hooks. 
Hooks should
include some logging output, and without kea-msg-compiler the message sources 
cannot be
built. This essentially make the current kea-dev package not usable.

Bug #1065361 (kea-dev: cfg_globals.h is missing) also renders the current 
kea-dev to all
intents and purposes unusable, so I think it would be really helpful to have an 
updated kea-
dev package adding both kea-msg-compiler and cfg_globals.h for Bookworm.

Manually build kea-message-compiler from the kea source
distribution and installed it /usr/bin

I could now successfully build hooks with logging

   * What outcome did you expect instead?

kea-dev should be updated to include
/usr/bin/kea-message-compiler

I manually installed cfg_globals.h from the kea source
distribution in /usr/include/kea/dhcpsrv

   * What was the outcome of this action?

I could now successfully compile hooks.

   * What outcome did you expect instead?

Outcome was as I suspected

added cfg_globals.h to the list of files to be installed, but that
was only included from kea v2.4.0

   I was configuring bind9 and read /etc/bind/named.conf which said to
   read /usr/share/doc/bind9/README.Debian.gz before configuring bind.
   That file does not exist, which confused me. I subsequently
   discovered that the file is /usr/share/doc/bind9/README.Debian (i.e.
   no .gz suffix).

   This is also an issue with bind9 9.16
