Bug#546732: xinput: EmulateWheel stopped working after upgrade

EmulateWheel has been broken upon upgrade to the latest version.  xev
shows that the button on the mouse (Logitech Marble Mouse) still reports
correctly, but it no longer works as it did.

xorg.conf snippet for the mouse is as follows:
