Hi Admin,
We get the customers’ request  “use raw cloud-init in Debian” and this new 
feature need cloud-init >= 21.1.

The newest Debian 11.4 has cloud-init 20.4.1-2+deb11u1 and this version seems 
old.
It has many import bugs fix and new features with newer version.

It will be very helpful to customer for upgrading bundled cloud-init to 21.1 
(or higher)

The version of package cloud-init in Debian 11.2 is 20.4.1.
Ubuntu 20.4 have bundled cloud-init 21.4 in official repository.
Please rebase cloud-init version to >= 21.1 in next debian release. thanks

Why cloud-init are needed to upgrade to >= 21.1:
With cloud-init version >=21.1, we can support the feature “guest OS 
customization with cloud-init engine” in vmware vsphere.
