In my situation, Iceweasel Add-on Manager searches

But addons.mozilla.jp does not have xpi files and they are in such URL
as https://addons.mozilla.org/ja/firefox/addon/ .
I still can't reproduce. Please go to the about:config url, then, in the
フィルタ field, type getAddons, and for the resulting set of
preferences, check the Status (状態) column. My guess is that some of them
are user set (ユーザ設定) for you, instead of being default (初期設定値).
You can go back to default by selecting reset (リセット) in the context
menu for each item (right-click on the item to get the context menu).
Please tell me if that solves your problem.

I went to about:config url and tried you told me but all the preferences
are set default(初期値設定).

And I tried to install addons in Firefox then I succeeded.
Addon install URL was the same with Icewesel that
https://addons.mozilla.jp/firefox/install/ .
It doesn't seem URL mismatch, sorry.
