Justification: renders some versions uninstallable

The binary ‘sigil’ package has a strict versioned dependency on
‘sigil-data’, “Depends: sigil-data (= ${source:Version})”.

This allows precisely one Debian release and will forbit installation if
that version of ‘sigil-data’ is not available.

This causes the package to be uninstallable when, for example, a recompiled
package is released. (Hence the “Severity: important” for this bug report.)

Debian currently has ‘sigil’ version “1.9.20+dfsg-1+b1”, which cannot
install because it “Depends: sigil-data (= 1.9.20+dfsg-1+b1)”, which does
not exist.

Instead, the dependency should be relaxed. Is there a good reason to
version this dependency?

If a version is needed, can it be relaxed to “1.9.20+dfsg~” or similar?
