Its definitely to late.  Only small targeted fixes are permitted[1]

Hi Debian Med Team,

There is new upstream release of fastqc, version 0.12.1.  I have a
package ready to go, passing autopkgtest, etc., but given that fastqc is
a reverse dependency for pigx-rnaseq and a recommended dependency of the
other packages listed below, I assume it is too late in the bookworm
release cycle to upload to unstable.  Or is it?

If someone feels strongly about it one way or another, please let me
know.  Otherwise, I will target the upload to experimental for now and
we can discuss a backport for bookworm after the release.
