Reproduction Steps:
1. Install 'gnat' and 'gnat-mingw-w64-x86-64-posix' from package
manager.
2. Run 'gprconfig --show-targets'.

Current Behavior: 

The invocation fails with 'raised CONSTRAINT_ERROR : gpr-names.adb:231 range 
check failed'

Expected Behavior:

A listing of 'x86_64-gnu-linux' and 'x86_64-windows' as available
targets is displayed.
