System administration programs that are required for system repair, system recovery, mounting /usr, or other essential functions must be placed in /sbin instead. http://www.pathname.com/fhs/pub/fhs-2.3.html First of all, I'd call kadmin and the like as "service administration programs" rather than "system administration programs". And in addition to that, I don't believe these tools are essential for fixing the local system, unless everything is consolidated to a single machine (which is very rare, I think).
