The strange thing is that configure.py detects hevea correctly but doesn't
use it for html exports. Same happens with the other html converts.

Directly from LyX. I found that file in the temp directory along with the
html export.

Looks like I've two problems here. One problem with sgml export and a second
one which could still be a problem sitting between keyboard and chair.

Indeed. The question is: How was this file created? Directly from LyX, or 
via a .tex->linuxdoc translator?

Please open a new bug for the sgml problem (does that also occur when you 
export to linuxdoc sgml?). 1759 is very confusing, and I don't know what 
to do with that.

ok I can confirm that this bug is still present in LyX 1.4.2.
It seems to me that the intermediate Linuxdoc-sgml output is
broken.
