Thanks for your report. I can still reproduce this with 1.10.2 and
submitted it to the new upstream bug system.

The use of -N, -p or -r with -O has been disallowed in the current
development version of wget; this change will be present in our upcoming
release of 1.11, expected on 15 Sept of this year.
