I don't know very well which is the right way to do it on Debian, but the full 
path of the file should be /etc/logcheck/ignore.d.server/clamsmtpd

Did you intend for this to be saved as
debian/clamsmtp.logcheck.ignore.server and installed with
dh_installlogcheck?
