No, it isn't. But far enough to annoy me. :)

  So either the man page should be changed or quilt.pdf should not be

 The debian policy enforces that all files under /usr/share/doc bigger than

I didn't know about zxpdf. Thank for informing me about it.

 I added this text to the manpage:
 
 
 Note that some distributors compress this file. zxpdf(1) can be used to
 display compressed pdf files.

Well, it should be there but it isn't. It is under
/usr/share/doc/quilt/quilt.pdf.gz.

So either the man page should be changed or quilt.pdf should not be
gziped.
