openntpd does not adjust the rate of the system clock.  I find
that one of the most important shortcommings of the software.

So, openntpd keeps adjusting the local clock by (almost) the SAME AMOUNT of
time for over 4h. Should it be getting better at this?

At 10:25:14 there was an adjustment of 0.153077s, so why on earth would the
clock at 10:35:27 (10 Minutes later!) again be off by 0.132772s?
