Agreed that it's not RC; it's a borderline FHS violation to have these in
/usr/bin, though, so I think important is more appropriate.

As my understand, kdevdesigner is called internally from command
'kdevelop3'. I reprocuded crash when I run kdevdesigner,
kdevassistant, and r++ standalone. But they seem work correctly on kdevelop3.

IMHO these internal command should move /usr/lib/somewhere, but
it maybe be too late to fix for Sarge.

I think normal or wishlist is appropriate for this bug.
