When composing a message, set Options -> Character to 'Unicode (UTF-8)'.
Further, I have in Enigmail -> Preferences as additional parameters for gnupg
'--charset utf8'.

Enigmail seems to get the character set wrong. After encoding a UTF-8
message containing cyrillic characters I get

Content-Type: text/plain; charset=ISO-8859-1

in the first line of the decoded message and an "?" for every cyrillic
character.
