the bz2 part of the manpage refers dealing with upstream files provides as
_patches_ (uupdate then uses bzcat) and not pristine (i.e. full) archives. But
now that dpkg (=1.3.19) handles .bz2 archives I agree that this is a wishlist
bug for supporting pristine .tar.bz2 files ;)

uupdate wasn't dpkg 1.13 aware.  Working on it.
