As noted in the documentation, this is done to ease upgrades from woody to sarge. As also noted in the documentation, this will be changed in the next version for etch, which is due to be uploaded really soon now. As an upstream developer, I know that current SquirrelMail 1.4.5 does not work flawlessly with PHP5. Some corrections have already been made but they will be in 1.4.6 at their earliest.
