I've added that function in the debtags-edit currently uploaded to
experimental: the main area is now tabbed into a edit tags and review
patch mode, and I plan to make the review patch mode editable to be
able to undo unwanted changes.

Let me know if you like it.

If you don't feel like trying from experimental, I'm planning to upload
to unstable hopefully soon.
