Well, the main rationale would be "one package per language" just like
other languages.

I went on this because I intended to setup some automated stuff to
check that all aspell-* packages are included in the relevant language
tasks from tasksel, in case some new aspell dictionaries appear in the
future.

See my recent proposal about tasksel in debian-boot for details.

Then I started thinking about some scripting and, of course, in such
case, exceptions are annoying.

But, anyway, I understand that this is a small rationale..:-)...and if
it is likely that all Norwegian users will want to install both
dictionaries there is not real added value to a split.
