This sounds vaguely similar to bug 217454.  The error window in sane
is somewhat minimally decorated.  In particular, the error window
stays behind other windows.

Here is my metacity info:

Strange.

No, it wouldn't help.

Enable the test backend, select it when starting xscanimage, then in
the options set the return value from sane_read to SANE_STATUS_INVAL.

Here the error window appears correctly on top of the other windows.

Works for me here. Are you sure you did not get a couple of error
dialogs at once ?

With xscanimage when I hit "Scan" in the man window or "Acquire Preview" 
in the preview window I get the following error message in a window 
titled "Error":

Failed to start scanner: Invalid argument.

The problem is that this window appears below the xscanimage windows and 
giving it focus still does not raise it above the others.  I have to 
move the main window in order to read the message.
