Yes, that file is a cache and it belongs to /var/cache or ~/.cache in the 
user's home directory.
Would you accept a patch that changes that?

The system administrator might want to remove input methods not in
use.  Even if it's initially generated, it's still useful to change by
hand, so long as your changes get preserved across upgrades (I just
filed a bug against gucharmap for doing that).
