This is pretty much something subjective.
You can always use LANG=C before invoking dpatch-edit-patch.

Hi,

 dpatch-edit-patch may produce patches that have locale-dependent variants
 of \ No newline at end of file in them.  This is not a functional issue
 but it looks weird anyway.  Perhaps the locale should be overridden while
 diff is being run.

override efforts of translators.
