Seriously: As the packages are gone from unstable, I don't want to force users to deinstall chipcard-tools that they need to find after they upgrade. I might introduce an empty transitional package from libchipcard-tools or even rename libchipcard-tools. The latter never has been released, so this should be OK technically.
