You are right, the line
  $pcmodels ca = pc/pc(%m)+pc/ca(multi)+pc/ca(multi-2gr):2+group(rctrl_switch)
in /etc/X11/xkb/rules/xorg prevents the "fr" variant to be loaded.
You can check that with
 setxkbmap -print

I will remove this line (and the next one) from /etc/X11/xkb/rules/xorg,
as has been done in xkeyboard-config.

There is other things like the " for which I usually use SHIFT+2 but now
it's done by SHIT+. .

This layout is obsolete, you can set instead
   Option XkbLayout "ca"
   Option XkbVariant "fr"
