I am unable to find any code doing this in the debian version of LTSP. The only way this could happen is by preseeding the debconf value ltsp-server/build_client to true, and when doing that it is intentional that the LTSP client is fully functionall after the install. Did you preseed this value? We do no longer edit /etc/exports in ltsp-server as that code was moved to ltsp-build-client in the Debian version, and the nfs-kernel-server restart is supposed to happen there.
