If you post your cupsd.conf, it might show why localhost and ip6-localhost are being treated differently. Hi, thanks for the suggestions. I fear that I have a stranger (hardware) issue that made some of my attempts at changing software moot. In particular /dev/lp0 didn't appear until about 30 minutes after a reboot. I ended up downgrading cupsys-driver-gutenprint from 4.3.99+cvs20060521-4 to 4.3.99+cvs20060521-2 as this appeared to be the only CUPS related software recently updated in unstable.
