That change is acceptable but not needed, as long as the arch is in the
arch list of the package, the mono-common.dirs take care of that.
allowed me to build mono successfully on sparc under pbuilder:
http://people.debian.org/~ema/mono_1.2.5.1-2_sparc.build
So, the macroscopic problem seems to be that
debian/mono-common/usr/share/binfmts/ is not created properly; obiouvsly
for other arches this is not the case.

Funny is that you reply _now_ to this bugreport, the day when I was
preparing mono 1.2.6+dfsg-2 with sparc in the arch list. And infect I
just built the source packge of -2, and doing the last minute checks
before I upload.
Either you read my Mono sparc babbles on #debian-devel, pure accident or
telepathy exists/works ;)
