I'm working through the bugs list of phpMyAdmin. The fact that the
memory limit is not respected could be caused by different factors. You
can check by accessing the phpinfo.php script under the phpMyAdmin
directory whether PHP has actually picked up that variable.

If not, check whether safe_mode is turned on in PHP. It might also be a
bug in phpMyAdmin itself of course, so if you could check with the
latest version from unstable that would also really help.
