NEWS.Debian is defined as having the same format as a Debian changelog,
and the format for changelog is defined in the policy manual.
apt-listchanges honors that specification, and doesn't care about the
conventional itemization, though you are required by policy to start each
line with whitespace.
I was not aware of the last part of the sentence, and have fixed the
NEWS.Debian files in the exim4 package accordingly. Thanks for the
nudge to reference the docs again.
