this new version doesn't work as installed, but works when line 20 in
uncommented, maybe this should be the default.

OK, what's the output of commands

:let mapleader
:let maplocalleader

? The truth is that all those commands are in reality 
- and t etc. It is IMHO bug in 
upstream documentation (I am Cc-ing upstream maintainer), which 
I have tried to explain it in README.Debian of not-yet-uploaded 
version of vimoutliner package (available on 
http://matej.ceplovi.cz/progs/debian/vim-vimoutliner_0.3.4-5_all.deb; 
could you install it and test it, please?). If you want to have 
these commands really as ,,- ,,t etc, you have to uncomment line 
20 in /etc/vim/vimoutlinerrc.

Let me know whether my new package actually works,

rigth now I don't want to upgrade to vim 7, if this is a problem of
version you should specify the version of vim in the Depends field.
probably the upstream author can tell you whether the new version of the
outliner is using vim 7.0 features or not.

Could elaborate a little bit on that "doesn't work" part, please? 
Obviously, it works for me, so unless you provide some more 
details, this bug report is heading fast to WONTFIX status. 
Also, you have testing, right? If so, is it possible for you to 
upgrade to the latest version of vim there (1:7.0-035+1)?
