Before 0.99.5 this question was only shown with priority=medium. You probably configured Debconf not to show medium prios. Now it's high and should be shown in every case. In that case, I would suggest you fix the error message. As requested via Debconf, the Quagga daemon will not stop. Not stopping the daemon does not imply failing to remove the package. But to get the new Quagga version into effect it has to be stopped and started? Or do you just want to install a new version now and schedule a reboot later? Let's say I am spoiled. sshd forks new processes for every connection so that the main sshd can indeed be removed.
