Is svn_load_dirs removed by accident ? I couldn't find anything in the
changelog or NEWS about it.

No, it was removed on purpose.  The script has no copyright notice or
license grant, so we're not allowed to distribute it.  I'm sorry I
forgot to mention svn_load_dirs specifically in the changelog line
Re-roll upstream tarball to remove some unlicensed files from the
contrib directory.

I've talked to Blair Zajac, the author, and he says svn_load_dirs
probably belongs to his former employer, since he wrote it on company
time.  He will contact them to ask if they can either assign the
copyright to him, or put an open source license on it.

I'll retroactively update that changelog line.
