Well, the man page does exist; it belongs to kernel-package.
I'm reassigning this bug to kernel-package since it's the package
that uses and generate the need script to use this configuration
file, so it's the more logical place to put this manpage.
Had you checked before reassigning this bug, you'd have seen
the man page is indeed present. Perhaps update-grub needs to mention
which package the man page lives in?
