I also think this bug is at least important. Since IPv4 is not dropped
in lenny, this may also be serious since it breaks other software. I
will set this bug to important now, but I like to get a feedback if
it's better to tag it serious.

To enable inetd startup for tftpd I changed the inetd.conf to

tftp dgram udp4 wait root /usr/sbin/in.tftpd in.tftpd -s /srv/tftp
   

It appears that inetutils-inetd defaults to IPV6.
I consider the severity of this bug at least important, maybe even
serious because it breaks unrelated software and breaks the principle
of least surprise. In any case, the error message is misleading.

Hello,

in the process of setting up dhcp3 + tftpd-hpa [1] to install Debian
etch via netboot (as explained at [2]), I got in touch with something
I consider a bug in inetutils-inetd.

The PXE client could obtain the address from the dhcp3 client, but
trying to connect to the tftpd, it shows the message PXE-E32: TFTP
open timeout.  On the server syslog, I've the following error:

 in.tftpd[15638]: received address was not AF_INET, please check your
  inetd config 
 inetd[15633]: /usr/sbin/in.tftpd: exit status 0x4c00

FYI, I tried the same dhcp3 + tftpd-hpa configuration with
openbsd-inetd and it works out-of-the-box.  Moreover, if I stop inetd
and then I start tftpd-hpa as a daemon, the netboot continues without
any problem.
